A Capital Projects Surcharge Fee (CPSF) is imposed by the Port on all traffic on the Coos Bay Rail Line. The CPSF shall be used by the Port for Capital Investment. These include emergency repairs, capital improvement projects and debt service. The CPSF amounts shall be established annually by the Port in consultation with the Railroad. These surcharge fees vary depending on the Zone rail cars are coming from and the type of cargo they are moving.
